I was looking up ages of consent tonight, I was never aware that there isn't an 18 federal law as seems like people talk about matter-of-factly. Still poo that 18 is the legal limit for photos, but in most states you can go around nailing 16yo's all you want to.
I tried to find more info on Japan but it's a pain in the ass there. Federal law is only 13 but each prefecture has their own law (going from 13-17). I can't seem to find an nice list that really shows where is which though.

Basically, the age of adult hood is 20 (for drinking, smoking, etc). Although there is talk at the moment about lowering it to 18, but this is going to be difficult due to traditional "coming of age" ceremonies that are held when turning 20. The legal age of consent is 13 by federal law. This is based on an archaic law which has never been officially written out of federal law. This is overshadowed by local prefecture (state) laws that set age of consent anywhere between 15 and 18. Generally it is 16-18. The age for pron photos and video is 18 but Japans censorship is high so the good bits are censored locally. Uncensored Jpron is allowed to be sold outside Japan, but it is illegal to import uncensored pron. So everyone just downloads it ! There is no minimum age limit for non-nude or non-pron photos and videos, and no-censorship on anime which probably explains the explicit and popular hentai culture here.
Thats the best I can do without it becoming and essay!

Censorship is the main point that is more strict. What is lost in a censored mosaic so made up for in bizarre content. I think this is why Japan is always pushing the boundaries of their pron.

Japanese porn is awesome though. US porn is so scripted, they never make a girl have public sex in a convini while school girls are walking through doing their shopping after classes or something. Or trying to make a porn in a McDonalds and getting kicked out. The censorship is pretty milds now in a lot of stuff anyway, I was watching some older H stuff and it's really censored. Black cloud hiding the good stuff style censorship. You don't see that crap anymore.

When I was younger I would always question why most of the really good hentai/manga pictures would have huge black bars across all the good scenes and invisible objects. Japan and their super censorship explains it all.
