Nocturnalnerd agree to send first, then didn't send for weeks.
Now, he's refusing to send or cancel because he's afraid of getting a bad rating.

He didn't respond to any messages for over two weeks, and then he was rude about it. Even after I said I still wanted to make the trade, he refused to send because he was afraid that I'd give him something less than excellent for speed.
