Yes I live in Puerto Rico and NO its not international, its a Caribbean island that's actually a United States Territory/Possession. Theres no extra charge to ship to me via USPS, check the USPS official site.

Sorry but thats not a valid excuse

Shipping a game to me would take you the same amount as if you were shipping to Continental USA. Thatd be around $2-$3 at most for a 4-7oz First Class Mail package....not $12.
