It delivers on cramming every bit of OT set up it could into that one movie, sure, but that doesn't make it a good movie (in my opinion obviously).
It's not the settings or the characters, it's the story and the direction for those settings and characters that didn't get the job done. It delivered on shoehorning his PT story to line up with the OT story, but even then there are still major discrepancies that a good writer would have been able to avoid. I can give Ep I a pass because it was still a ways from where we picked up in the OT, but III simply didn't do enough to link it the way the OT set it up.
