I haven't changed this for decades or something, so I think it's acting the way it always has.
For Old Layout, it will say "You Have Active Offers" if you have offers "awaiting your response" I think this is the bit you're talking about and it sounds like it did something you were not expecting. It can be ambiguous depending on how the 2 traders interact, but the offer system triesto keep track of who needs to make a decision. Initially, the trader getting the offer will have it show up as "awaiting your response" on their side of things. Then, if they counter-offer, it will switch to awaiting the other traders, etc. What can often foul this up is if trader uses the "add a message" thing instead of a counter-offer. Then, the system has no idea what's going on and will not swap the state. I suspect that may have happened here. We used to prevent people from adding a message at certain points because of this (essentially, forcing traders to use counter-offer), but this never sat well either and I stopped forcing it.
The New Layout got rid of those nav bar banners. There's also one if you have any pending trades that can also been seen as semi-pointless.
