A Complaint that has -200 points or less, gets marked as 'old' and removed from consideration. This is done so that bogus complaints will not serve to protect a user when that user also has valid complaints. Voting is still allowed on these Complaints, if subsequent voting causes the points on the complaint to rise above -200 points, and it's less that 24 hours old, it will be revived.
A Complaint that has 200 points or more, gets hidden on the Complaints page as it is assumed to be verified. Clicking "All Active" or looking at the User's Complaints page will show the Complaint.
