WOW are you dense? There is no package, probably never was. He ripped one person off for it already, and almost had another trader sent out a MO to him

with all do respect how can you make an offer to this man when he is trying to sell the system to two different people on two different sites? What makes you think even if there was a system he was selling he would decide to not sell it to the people who have already or were about to pay him and give it to you?

All they are trying to say is don't trade with a guy who is apparently screwing other honest traders. It degrades gametz and feeds the problem.

Alot of times scammers will try to lead you on so they have time to remove the money from thier paypal account and so it is harder for you to file a claim. It is your call though.

Also shes like "we ship those items already" which is a lie and all of a sudden she changes her subject and says we will pay monthly payments which is bullcrap. And so on.

She was like I have my neighbor prove that I shipped it ( All I did was laugh since , when you ship a big expensive item , your suppose to put in confirmation and insurance ) funny thing is this crap isn't going nowhere.

for those people that bought from these scam artist do charge back , file fraud and etc.

PayPal doesn't work this way. You can't just "get your money back" the day that you think something might be wrong. You have to file a claim -- and wait -- and hope. And if they've already pulled the money out of their PayPal account and don't have funds in a linked account to recover from, then you're out of luck, in general.

Also, it should be noted that a Credit Card Chargeback is a last resort. In most cases, it WILL ruin your own PayPal account forever. It is NOT something that you want to do unless you are absolutely desperate. This is NOT what chargebacks were intended for by your credit card company -- it will definitely tick off PayPal and will usually annoy your credit card company also.

First off, file a BTR.

Second, file a dispute with Paypal. That way if the money is still in his account, it'll be frozen. Since it seems no DC# was giving(judging from the responses), PP usually defaults the dispute to the buyer. Although if you win the dispute and he has no money in his account, you'll get nothing back from PP. That's when it's the last resort and to call your credit card company to file a chargeback.

Also, file mail fraud charges on them, and call them and let them know you did.

Call the police in their city and file a report. You may want to tell them you both called the police as well.

Yeah, I'd suggest the local police report.

As for mail fraud, I'll filed a couple in the past and usually get nothing back.

Unless there's multiple reports of the person ripping people off, they usually don't investigate. Only one have I heard back from the postal inspectors(& the guy now has a warrant for his arrest), which is this guy on TGN: http://tradegamesnow.com/user.cfm?un=pLaGuE%5F420. Although he ripped me off on IGN's classified board out of sealed LOZ: CE. But total on multiple sites, he screwed people out of around $1,000 worth of stuff.

So go ahead and file the mail fraud report, but expect to hear very little from them.

Looks like the refund is pending right now. Which is weird since the money should automatically show up in your account. Although it's been awhile since I used Paypal, so things could've changed since then.

*Edit- it looks like it's getting refunded back into your PP account, not the CC.

I believe that, in this situation, the other guy has initiated the refund. This is different than PayPal deciding in your favor. So, he has started the refund, but likely didn't have the funds in his account. So, they need to transfer from his account first. That usually takes 3-5 days.

Hopefully, it will come through. If it doesn't, then you have to worry about the next step -- since PayPal has just closed the dispute, assuming that the refund will go through.

Again, it probably will -- in 3-5 days. But, if not, be sure to be ready to follow up with PayPal -- you might have to file a new dispute or get them to re-open that one.

Dear Insong Kim,

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any
funds
from the seller's account. As stated in the PayPal User Agreement,
recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

Please know that we will make our best effort to recover the funds in

include
issuing a warning, a temporary restriction, or terminating the account.

take
action, including member complaints. Due to privacy laws, we cannot
discuss
the details of any action taken. We hope you understand our policy and
that
it assures you that you are safe using PayPal.

after that I get this

Dear Insong Kim,

The refund sent by Mike Parisi (parisikitty@hotmail.com) did not clear
through the PayPal system. You have not received funds for this payment
in your PayPal balance.

You may want to contact Mike Parisi regarding this refund
.

and Yes I already did a dispute at the sametime with my credit card company.

I got the 365 credit back in my account and I will be sending proof information about this scam artist.

I feel bad for the other people that had to deal with this fool.

If you've also disputed this with your credit card company, then you've just ruined your PayPal account. Just so you know. Because PayPal didn't screw you -- someone else did. But you've taken that money back from PayPal. It's a sad situation -- I feel bad for you. Good luck.

Paypal really needs a better system. Something so it has to be linked to a bank account and it can just take the funds out of there. And if you don't have any money in your bank account, too bad you are overdrawn deal with it.
