So they aren't really a full relying party yet, you still need to make a password. But all they need to do is add SSH keys for SVN and they're done with that.

Hmmm...after reading over their site I'm still not sure what OpenID does exactly...

It's kinda open and ID-ish...from what I can tell.

I apparently already have one because I have a Blogger ID.

It's a single sign-on service type of thing. Kinda like Microsofts Passport.

Yes. If the site you go to supports OpenID, then you don't need to create an account there, you can use your existing ID. You can be your own ID provider, you can then use one password (or other authentication method of your choice) instead of going "what is my password here?" or "which email did I sign up with?" or "I don't remember the security question/answer pair I made there years ago."

The problem so far with openID is that everyone wants to be an IdP, not an RP. Adding a big site like sourceforge as an (almost) RP is a huge gain for OpenID support.

If he setup gametz to just do delegation, then we could use whatever real provider we wanted (ourselves even) and publicly use yaverot.gametz.com or nihon.gametz.com (as examples)
I haven't looked at the relivant specs, but setting up delgation is easy and doesn't require most of the hassles of being an RP or IdP.

sourceforge was on my shortlist of sites to signup with when they take openID, wikipedia is another one.

I know all the Wikimedia-hosted sites use an ID which logs you into any of the other hosted projects.

Maybe you should suggest it to bill. It might help bring more people to the site, especially if he set it up as an RP or IdP.
