i currently have a lenovo 450e 16 gigs of ram, 1060 6gb gpu, i5 4460 cpu.

should i upgrade to an i7 4470 or or 4790? is it worth the investment. i dont game very heavy on my pc, photo and video editing mostly. currently i can run pubg at around 100 fps on high.

the 4470 is around 150 and the 4790 is around 240. im just wondering if its even worth it

also should i look into moving up to 32 gigs of ram ( my board has 4 slots for ram. lenovo says 32 is max) and are there any custom cases that are better than this stock one i have

Honestly if you do a lot of video editing the biggest benefit would be from the i7 followed by the extra RAM. Do you have an SSD already?

no i dont. 1tb 7200 hdd. plus 1 tb external and a 2 tb external. im unsure how to transfer everything to my ssd if i got one .

which cpu are you saying to get. 4470 or 4490.

4790 is the way to go if you have the money for it, but an SSD is going to be a more immediate difference for half the price.

The easiest way to transfer is to reduce your windows partition small enough that it would fit into the SSD and use a program like CloneZilla to clone the drive. Or if you don't care about reinstalling your programs then you can just unplug the other hard drives, install windows on the SSD and use your other drive as a secondary drive.
