It doesn't try and start the game, just install it. If you have the extra space then you can just install it and be done. I'm guessing its because there is a disc in the system and since that game is technically not installed it will start the installation. Since you need the disc to play the "PS5 free upgraded" you can't leave the disc out if you want to play.
For those with a data cap each month this is a big problem. For the first time ever I hit my cap last month because of this. I didn't realize it was downloading the patch for the game as well each time.
